Germany is Europe's largest robot market and its industrial policy now names a single foreign supplier's open models as the base for industrial AI. For machine builders, robot start-ups and integrators this sets the default toolchain that public programmes and Plattform Industrie 4.0 working groups will use, even before any money is attached.

The declaration also tests whether a government can steer a platform company toward national goals with a non-binding text. If it produces open, German-held models, it becomes a template for the EU; if it does not, it shows the limit of sovereignty language when the compute and the base models come from one vendor.

South Korea's October 2025 package with NVIDIA attached 260,000-plus GPUs and Hyundai Motor Group's roughly $3 billion physical-AI push. Japan's route runs through companies: Fujitsu, FANUC, Yaskawa and Kawasaki exploring a common platform on Cosmos, Omniverse and Isaac since July 2026. LG Group signed its own MOU in August 2026 with a bipedal humanoid due in the first quarter of 2027.

Germany's declaration is the first of these led by ministries and the only one with no disclosed scale. Its advantage is the breadth of the Mittelstand data base; its weakness is that no national champion has committed publicly.

  3. 03

No financial terms were disclosed, so MEKAWIRE records none. For scale, the four disclosed German robotics rounds since January 2025 total $353.1 million, 6.1% of the $5.77 billion in robotics rounds NVIDIA or NVentures joined. The government's Deutschlandfonds targets more than EUR 130 billion of investment from about EUR 30 billion of public money, a leverage of about 4.3 to 1, but the release does not tie any of it to physical AI.

  4. 04

The named stack is NVIDIA end to end: Nemotron and Cosmos models, trained on NVIDIA data-centre GPUs and typically deployed on Jetson-class robot computers. German content would be the data, the domain fine-tuning and the machines themselves, from KUKA arms to SCHUNK grippers and Neura and Agile Robots platforms.

The exposure is concentration: a German industrial AI layer built on one US vendor's models and hardware, subject to US export policy and NVIDIA's pricing. Open weights mitigate model lock-in but not compute dependence.

  5. 05

Oct 20, 2026: Invest in Germany Summit in Berlin; any company or investor commitments linked to industrial AI.

Next BMFTR funding notice under the Hightech Agenda Deutschland that names industrial or physical-AI models and a budget.

Autumn 2027: IFR World Robotics; whether German installations (24,800 in 2025) and production (23,700) turn up.

  6. 06

Thesis: the declaration formalises NVIDIA as Germany's physical-AI base layer without paying for it. Confidence: medium. The text is precise about models and governance and silent on money, which makes it cheap for both sides and easy to abandon. We would raise confidence on a funded programme with named manufacturers contributing data.

Which companies and research institutes will contribute production data, and under what ownership terms for the resulting models?

Will the fine-tuned models be hosted in Germany and released under open licences?

Is there a budget in the 2027 federal plan for this initiative, and from which ministry?

How will the platform treat non-NVIDIA hardware and models?
